The President has signed into law legislation co-authored by a Santa Barbara congresswoman intended to try to reduce substance abuse.
The Comprehensive Addiction and Recovery Act includes the STOP Pain Act, backed by Democratic Congresswoman Lois Capps of Santa Barbara.
The legislation signed by the President expands access to opioid addiction treatment, and opens a path for alternative approaches to pain management. The STOP Pain portion of the package directs the National Institutes of Health to focus more attention on understanding and treating pain as part of an effort to reduce the use of addictive opioids.
Capps joined with three other legislators to create the bipartisan addition to the comprehensive act.
