The forecast was presented in an open session this week.
In Santa Barbara county, growth remains stable at less than one percent.
The north county profile shows a stronger Latino population.
In the environment segment, the forecast director said that the highest personal water use was in Montecito and Santa Ynez.
The report also shows that 83% of North County families in poverty have children.
