Legislation expected to go to the State Assembly floor this week could close what supporters are calling a loophole in how rental car companies deal with vehicle safety recall notices. KCLU's Lance Orozco reports the bill was sparked in part by a Ventura County woman whose daughters died in a rental car which hadn't been repaired, even though a recall notice had been issued.

The environmental group Santa Barbara Channelkeeper says its new study shows that homeless camps on the lower Ventura River, in the Ventura area, are responsible for massive pollution problems. The group is taking the unusual step for an environmental organization of calling for local government agencies to step up with social programs to help permanently remove the homeless from the area.
